Magoosh
Magoosh is a new players on the scene. Magoosh ACT reviews have been really quite strong. All of their test prep is very affordable. You shouldn't have to spend more than $100. Sometimes they run sales for even half of that. Also, all of their test prep is online, so your child can study at their own pace, which is really nice.
Khan Academy
Keep your eye on Khan Academy. While they don't have ACT review today, they do have SAT review, and I suspect that they'll be launching ACT review. The best thing about Khan is that it is free. It's not as comprehensive as some of the others on the list, but it is put together by people who really care at a non-profit.
Princeton Review
Princeton Review guarantees that you'll score a 26 or better on the test. If you've previously scored at least a 28, they guarantee you'll score a 31.
